The Vice-Chamberlain of the Household reported to the House, That His Majesty, having been attended with its Address of 23 July 2024, was pleased to receive the same very graciously and give the following Answer:

I have received with great satisfaction the dutiful and loyal expression of your thanks for the speech with which I opened the present Session of Parliament.

2Electoral Commission (Answer to Address)

The Vice-Chamberlain of the Household reported to the House, That the Address of 29 April, praying that His Majesty will re-appoint John Pullinger CB as the Chair of the Electoral Commission with effect from 1 May 2025 for the period ending on 30 April 2029, was presented to His Majesty, who was graciously pleased to comply with the request.

3Parliamentary Commissioner for Administration and Health Service Commissioner for England (Answer to Address)

The Vice-Chamberlain of the Household reported to the House, That the Address of 29 April, praying that His Majesty will appoint Paula Sussex CBE to the offices of Parliamentary Commissioner for Administration and Health Service Commissioner for England, was presented to His Majesty, who was graciously pleased to comply with the request.

7Planning and Infrastructure Bill: Programme (No. 2)

Ordered, That the Order of 24 March (Planning and Infrastructure Bill: Programme) be varied as follows:

(1) Paragraphs 4 and 5 of the Order shall be omitted.

(2) Proceedings on Consideration and Third Reading shall be taken in two days in accordance with the following provisions of this Order.

(3) Proceedings on Consideration—

(a) shall be taken on each of those days in the order shown in the first column of the following Table, and

(b) shall (so far as not previously concluded) be brought to a conclusion at the times specified in the second column of the Table.

8Planning and Infrastructure Bill: Consideration of the Bill, as amended in the Public Bill Committee (first day)

New Clause NC69—(Matthew Pennycook)—brought up and read the first time.

Question proposed, That the Clause be read a second time.

The Deputy Speaker announced a time limit on backbench speeches (Standing Order No. 47(1)).

As it was after the moment of interruption, the Deputy Speaker put the Questions necessary to bring proceedings on Consideration of new Clauses and new Schedules relating to the subject matter of, and amendments to, Part 1, Part 2 and Part 3 of the Planning and Infrastructure Bill to a conclusion (Programme Order, today).
