That this House, while recognising the need to rebuild public services and repair the public finances after the damage caused by the previous Government and welcoming the proposed increase in the Employment Allowance, declines to give a Second Reading to the National Insurance Contributions (Secondary Class 1 Contributions) Bill because it introduces an unfair jobs tax that negatively affects people’s income and living standards after years of unfair tax rises implemented by the previous Government; increases burdens on small businesses already struggling with workforce shortages, energy costs and high interest rates caused by the previous Government; risks worsening the crisis in the NHS and social care by saddling NHS-commissioned GPs and dentists, social care providers and hospices with higher costs; does not address the fact that many health and social care providers are not entitled to the Employment Allowance and may therefore need to lay off staff; makes things harder for families and young people by raising taxes on early years providers, universities and housing associations; endangers charities serving local communities, such as Citizens Advice; penalises part-time work, which particularly threatens the hospitality sector; threatens food production by raising taxes on struggling family farms, compounding the effect of proposed changes to Inheritance Tax in relation to farms; and creates a risk of job losses and lower growth across the economy.

That this House declines to give the National Insurance Contributions (Secondary Class 1 Contributions) Bill a Second Reading because the Office for Budget Responsibility has found that the increase in employer National Insurance contributions will lead to stalled real wage growth and higher prices for workers and incur huge additional costs for the public and third sectors as well as small businesses; notes that the Bill does not make provisions to reimburse in full the costs of increased employer National Insurance contributions for the public sector and other groups including universities, GPs, social care organisations and charities; and further notes that the Government has chosen not to pursue more progressive forms of taxation such as the full equalisation of Capital Gains Tax with Income Tax rates and by introducing a wealth tax to raise revenue.

That this House notes that the Medicines and Healthcare Products Regulatory Agency (MHRA) continues to need substantial reform, as recognised by the Independent Medicines and Medical Devices Safety Review (IMMDS), with patient safety concerns persisting and exacerbating since the review’s publication in 2020; believes that the MHRA’s 2017 expert working group report on Primodos was deeply flawed, with IMMDS later concluding the drug had caused avoidable harm; further notes that the yellow card system for reporting suspected adverse drug reactions is failing, with no process for following up on serious or fatal reactions and conflicts of interest, with 75% of the MHRA’s funding being derived from industry fees, a concern raised in the Fourth Report of Session 2004-05 of the Health Committee, The Influence of the Pharmaceutical Industry, HC 42-I, published on 5 April 2005; also notes the MHRA’s delayed response to reports of myocarditis, pericarditis and vaccine-induced thrombotic thrombocytopaenia following covid-19 vaccination, despite action from regulators in other countries; and calls on the Government to fully implement the recommendations in the IMMDS review and to acknowledge the harm done to patients and the financial burden on the healthcare system as a result of the MHRA’s widespread regulatory failures.
