That this House, recalling that United Nations Resolution 2758 of 25 October 1971, which established the People’s Republic of China (PRC) as the only legitimate representative of China to the United Nations (UN), does not mention Taiwan, notes that UN Resolution 2758 does not address the political status of Taiwan or establish PRC sovereignty over Taiwan and is silent both on the status of Taiwan in the UN and on Taiwanese participation in UN agencies; and calls on the Government to clarify its position that UN Resolution 2758 does not establish the One China Principle as a matter of international law, to state clearly that nothing in law prevents the participation of Taiwan in international organisations and to condemn efforts made by representatives of the PRC to distort the meaning of UN Resolution 2758 in support of Beijing’s One China Principle and the alteration of historic documents by representatives of the PRC, changing the name of the country from Taiwan to Taiwan, province of China.
Freedom of religion in Pakistan

That this House notes reports of deteriorating religious freedom in Pakistan; expresses its concern over the alleged widespread forced conversions and human rights abuses of minority religious groups; deplores the lack of action by the Pakistani government, which represents a serious violation of Article 18 of the Universal Declaration of Human Rights; and further notes that the arrest of opposition religious leaders by the local authorities has led to condemnation both in Pakistan and further afield.

National Insurance Contributions (Secondary Class 1 Contributions) Bill: Second Reading

That this House, while recognising the need to rebuild public services and repair the public finances after the damage caused by the previous Government and welcoming the proposed increase in the Employment Allowance, declines to give a Second Reading to the National Insurance Contributions (Secondary Class 1 Contributions) Bill because it introduces an unfair jobs tax that negatively affects people’s income and living standards after years of unfair tax rises implemented by the previous Government; increases burdens on small businesses already struggling with workforce shortages, energy costs and high interest rates caused by the previous Government; risks worsening the crisis in the NHS and social care by saddling NHS-commissioned GPs and dentists, social care providers and hospices with higher costs; does not address the fact that many health and social care providers are not entitled to the Employment Allowance and may therefore need to lay off staff; makes things harder for families and young people by raising taxes on early years providers, universities and housing associations; endangers charities serving local communities, such as Citizens Advice; penalises part-time work, which particularly threatens the hospitality sector; threatens food production by raising taxes on struggling family farms, compounding the effect of proposed changes to inheritance tax in relation to farms; and creates a risk of job losses and lower growth across the economy.
National Insurance Contributions (Secondary Class 1 Contributions) Bill: Money

For the purposes of any Act resulting from the National Insurance Contributions (Secondary Class 1 Contributions) Bill, it is expedient to authorise the payment out of money provided by Parliament of any increase in the sums payable under any other Act out of money so provided that is attributable to—
(a) increasing the employment allowance for a tax year to an amount not exceeding £10,500, and
(b) the repeal of subsections (4B) to (4G) of section 2 of the National Insurance Contributions Act 2014.
