That this House, while approving the changes to taxation of tobacco in the Finance Bill and full expensing being made permanent, declines to give the Bill a Second Reading because it fails to make a much-needed reduction in VAT for the hospitality and tourism sectors, and fails to introduce measures through the tax system that would help alleviate poverty.

That this House declines to give a Second Reading to the Finance Bill because, notwithstanding the extension of support for small businesses for one year, it arises from an Autumn Statement which maintains this Government’s unfair tax rises on working families through the freezing of income tax thresholds and as a result contributes to a record fall in living standards; fails to introduce a proper windfall tax on the superprofits of oil and gas producers; does not reverse this Government’s tax cuts for big banks; and fails to take vital steps to grow the UK economy, such as reforming the apprenticeship levy.

2. FINANCE BILL: PROGRAMME

That the following provisions shall apply to the Finance Bill:

Committal

(1)The following shall be committed to a Committee of the whole House—

(a) Clause 1 (capital allowances: permanent full expensing etc for expenditure on plant or machinery);

(b) Clause 2 and Schedule 1 (new regime for research and development carried out by companies);

(c) Clause 21 and Schedule 12 (Pillar Two);

(d) Clause 25 (rebate on heavy oil and certain bioblends used for heating);

(e) Clause 27 (interpretation of VAT and excise law);

(f) Clauses 31 to 34 and Schedule 13 (tax evasion and avoidance);

(g) any new Clauses or new Schedules relating to the subject matter of the Clauses and Schedules mentioned in paragraphs (a) to (f).

(2)The remainder of the Bill shall be committed to a Public Bill Committee.

(3)Proceedings in Committee of the whole House shall be completed in one day.

(4)The proceedings—

(a) shall be taken on that day in the order shown in the first column of the following Table, and

(b) shall (so far as not previously concluded) be brought to a conclusion at the times specified in the second column of the Table.

Election of the Chair of the Defence Committee

Nominations and ballot

Nominations must be handed in to the Table Office or Public Bill Office on days when the House is sitting and at the latest by 12 noon on Tuesday 16 January. Nomination forms are available in those offices and in the Vote Office.

Only members of the Conservative Party may be candidates in this election.

Each nomination shall consist of a signed declaration made by the candidate declaring their willingness to stand for election, accompanied by the signatures of 15 Members elected to the House as members of the same party as the candidate. Nominations may (optionally) be accompanied by signatures of up to five Members elected to the House as members of any party other than that to which the candidate belongs, or members of no party.

No Member may sign more than one candidate’s nomination paper; if any Member does so, their signature will be invalidated for all nominations. Nominations may (optionally) be accompanied by a supporting statement of no more than 500 words: supporting statements are published online and in an election day booklet.

If there is more than one candidate, the ballot will take place between 11.00am and 2.30pm on Wednesday 17 January in the Aye division lobby.

As soon as practicable after the votes have been counted the Speaker will announce to the House the results of the ballot.

(1) to compensate persons affected by previous versions of the computer system known as Horizon (and sometimes referred to as Legacy Horizon, Horizon Online or HNG-X) used by Post Office Limited;

(2) to compensate persons in respect of other matters identified in High Court judgments given in proceedings relating to the Horizon system.
