That this House commends the recent report by Save the Children entitled Just barely surviving: The cost of raising a family in 2023, which documents how the cost-of-living crisis and increasing inflation combined with the inadequate social security system is plunging families with children into poverty and hardship; highlights the report’s findings that a single parent with one child would on average need to spend an additional £3,100 in 2023-24 to get the same basket of goods and services that they would have bought in 2019-20 and that this rises to almost £5,600 or over £100 per week for a couple with three children; agrees with the report’s recommendations that include implementing a child poverty strategy, abolishing the two child limit, scrapping the benefit cap and ensuring that any future cost-of-living payments vary by family size; and urges the Government to consider the findings and recommendations of the report.

That this House commemorates the life of Winnie Ewing; celebrates her immense contribution to Scottish Politics, the SNP and the independence movement; highlights that she was a trailblazer for women in politics and inspired many to get politically active; recognises that Winnie first served in this House as MP for Hamilton following her historic by-election win in 1967 which she summed up in the now iconic quote Stop the world, Scotland wants to get on; acknowledges that she further served in this House as MP for Moray and Nairn from 1974 to 1979 before becoming one of the longest-serving MEPs as representative for Highlands and Islands from 1979 to 1999; commends her work as MEP for which she became affectionately known as Madame Écosse while promoting and protecting Scotland’s interests in Europe; understands that Winnie, as the oldest qualified member, presided over the opening of the Scottish Parliament when it was reconvened in 1999 for the first time since 1707; further recognises that Winnie is the only person to have been elected and served in the Westminster, Holyrood and European Parliaments; and sends condolences to Winnie’s family and friends including her children Fergus, Annabelle and Terry.

That this House recognises the challenges faced by apprentices, especially at this time of high inflation and a cost of living crisis, notes that four out of five apprentices surveyed by the NUS required additional assistance to cover their living expenses, often resorting to credit cards or personal savings due to their low wages, notes that 64 per cent of apprentices said that their wage did not cover the cost of their energy bills and 59 per cent said it did not comfortably cover their cost of living, further notes that Workpays, a prominent training provider, states that low pay is deterring potential candidates from pursuing apprenticeships, recognises The Withers review which states that low wages are reducing the attractiveness of apprenticeships; further recognises that analysis by FE Week of the Government’s Find an Apprenticeship website revealed that 50 per cent of intermediate level apprenticeships were advertised at the then legal minimum wage of £4.81 per hour; and calls on the Government to support the recommendation of the NUS, the National Society of Apprentices, the TUC and the Government’s own Social Mobility Commission, that apprentices should be paid the Real Living Wage.

That this House notes the sad passing of legendary Scotland Men’s Team Manager Craig Brown CBE who passed away at the age of 82; notes the regard he is held in across the football community, particularly the Tartan Army who hold him in the highest esteem; acknowledges that Craig was an excellent young footballer who was signed by Rangers, Dundee FC and Falkirk before calling time on his playing career after signing for, but never playing for Stranraer; further notes that Craig started his managerial career as an assistant at Motherwell before becoming the part-time manager of Clyde FC; recognises that he returned to football full-time as Scotland men’s team assistant manager, having been appointed after Sir Alex Ferguson had asked him to assist him at the World Cup in Mexico in 1986; observes that he assumed the position of Scotland manager in 1993 leading Scotland into two tournaments Euro 96 and World Cup 98, accepts that despite the memorable 1-0 win over England at the old Wembley Stadium in 1999, Scotland would fall one goal short and fail to qualify for Euro 2000 and Craig would resign two years later, becoming the longest serving Scotland manager; further acknowledges that Craig went on to manage Preston North End, Motherwell and Aberdeen before retiring, disagrees with Craig Brown when he stated that he was the luckiest guy in Scottish football, as it was Scottish football that was lucky to have him; and conveys deepest sympathies to his friends and family.

That this House notes that this year’s Cystic Fibrosis Week takes place from 12 to 18 June; recognises that cystic fibrosis is a progressive, life-limiting genetic condition affecting approximately 11,000 people in the UK; acknowledges that whilst research means the median age of death for someone with cystic fibrosis has increased from 31 in 2016 to 38 in 2021, this is still tragically young; highlights that cystic fibrosis not only affects physical and mental health, but impacts people's finances too, with the additional costs of living with cystic fibrosis totalling over £6,500 a year; believes it is shocking that Cystic Fibrosis Trust has found that within the last 12 months one in five had missed a hospital appointment due to the associated costs of the condition; and calls on the Government to implement vital measures to support to those with cystic fibrosis whilst celebrating the vital work of the Trust and incredible progress made in cystic fibrosis research.

That this House notes Word Milk Day 2023, that was celebrated globally on June 1st; recognises that the inception of World Milk Day in 2001 was an effort to recognise the importance of milk as a global food as well as to celebrate the dairy sector annually and outline the benefits of milk and dairy products around the world; highlights that the dairy sector supports the livelihoods of one billion people; notes the contributions of the dairy and milk industry to local economies in England, Scotland, Wales and Northern Ireland and its pivotal role for so many constituencies in the UK; and encourages farmers to partake in the World Milk Day social media campaigns and use the hashtag #enjoydairy.

That this House recognises that coeliac disease is a serious autoimmune disease affecting 1 in 100 people; expresses concern that almost two-thirds of people with the condition, equating to almost half a million people in the UK, remain undiagnosed, running the risk of long term complications including neurological conditions, osteoporosis and, in rare cases, small bowel lymphoma; notes that the average time from the onset of symptoms to diagnosis of 13 years is unacceptable and highlights that it is essential that efforts are made to improve awareness of the condition amongst healthcare professionals and the public; further notes that Coeliac UK’s campaign entitled Coeliac Disease is Different for Everyone aims to draw attention to unexplained symptoms of the condition such as extreme fatigue, persistent mouth ulcers, neurological symptoms, anaemia, subfertility and recurrent miscarriage; encourages those experiencing these symptoms or the more commonly recognised such as sickness, diarrhoea, constipation, and stomach pain to visit www.isitcoeliacdisease.org.uk; and calls on the Government to take note of the APPG on coeliac disease’s upcoming report into diagnosis and commit to improved training and support for healthcare professionals on the condition.

That this House notes that former footballer and manager Graeme Souness, aged 70, is taking part with five other volunteers in swimming the English Channel in an effort to raise over £1miilion to create greater awareness of the condition known as recessive dystrophic epidermolysis bullosa (EB) which, in many cases, leaves the sufferer with extremely fragile skin and excruciating pain; and commends all those involved in trying to highlight this little known condition in an effort to help find a cure.

That this House notes reports that HSBC Bank has closed accounts of one of the few opposition parties remaining in Hong Kong, the League of Social Democrats, limiting the pro-democracy group from legitimate fundraising; finds this reprehensible following the same bank's backing of the Beijing Government's draconian measures to oppose pro-democracy groups in Hong Kong; and calls on the Government to hold discussions with other democratically-elected governments to coordinate an international response to the bank's unacceptable actions.

That this House pays tribute to rail cleaners working for train companies Network Rail, Transport for London (TfL) and London Underground, who worked throughout the pandemic and since to keep our rail services clean and safe; notes that the vast majority of these cleaners are outsourced to sub-contractors, meaning that they have lower pay, no access to sick pay and pensions and are barred from the free and discounted travel facilities that are given to many other rail workers; believes it is wholly unfair that, while rail cleaners are not in receipt of rail travel concessions, train company directors do receive this benefit; welcomes the recent decision by Mayor of London Sadiq Khan to give travel facilities to all outsourced cleaners working for TfL and London Underground, and that he is exploring the option to bring cleaning in-house; calls on the Secretary of State for Transport to mandate the Train Operating Companies and Network Rail to follow the London Mayor’s example and provide free travel for outsourced rail cleaners; and further calls on the London Mayor and the Secretary of State to insource these cleaners, to bring them into direct employment and to end the unjust treatment of these keyworkers.

That this House notes with concern that leaseholders living in blocks below the arbitrary height threshold of 11 metres are facing uncapped costs to fix cladding and other building safety defects, which may lead to repossessions and bankruptcy; believes that these leaseholders are no more to blame for the national building safety crisis than those in taller buildings and deserve the same protection; believes that defective buildings of any height may require remediation if they have life critical safety risks, as serious fire incidents in other low-rise buildings have shown since Grenfell; is aware that Grenfell-style ACM cladding is now prohibited on buildings of all heights but that there is no financial support to remove it from sub-11m buildings; is aware that mortgage lenders may require an EWS1 form for homes to be sellable in sub-11m buildings and insurers may require remediation work as a condition of insurance for such buildings; and calls on the Secretary of State for Levelling Up, Housing and Communities to hold the responsible parties to account for unsafe buildings of all heights, to extend the duty to pursue alternative cost recovery routes before passing costs to leaseholders to buildings of all heights, and to establish a building safety fund to approve and control essential safety work for sub-11 metre buildings in cases where developers have not taken on the responsibility of doing so.

That this House acknowledges the damage sustained by UK pork producers as a result of the delay in reinstating certain processing sites' Chinese exporting licences after they were voluntarily suspended in line with UK Government advice during covid; understands that to date the suspension of export licences has cost the industry £30 million per annum and caused a 20 per cent reduction in UK pig numbers since 2021; recognises that as a result of the export licence suspension, Pilgrim's, Britain's largest provider of higher welfare pork, have opted to close their Ashton-under-Lyme site putting 542 workers at risk of redundancy; and calls on the Government to do all it can to secure the reinstatement by China of export licenses, to prevent further damage to the UK pork industry.

That this House notes that this week, 19 to 23 June, is World Continence Week which aims to raise awareness, knowledge and understanding of urinary incontinence and associated conditions, observes the devastating impact that incontinence can have on patients’ wellbeing and quality of life; further notes that an estimated 14 million people in the UK, on average over 9,000 in each parliamentary constituency, are affected by continence problems with many relying on high-quality medical devices to enable them to enjoy independence and avoid repeated medical appointments; recognises that the safety and outcomes of those with urological conditions, as well as the professional judgement of clinicians who work in the urology sector, should remain of primary importance to industry and government; believes that patients and clinicians should be able to choose from a wide range of products to accommodate individual needs and have their preferences respected; and further believes that no patient should have to worry about accessing a product that effectively manages their condition and helps them to maintain independence.

That this House notes the struggles that more than one million women in the UK suffering from endometriosis face; recognises that no one should suffer from endometriosis or any health condition in silence; acknowledges that endometriosis can severely affect a woman’s life and that there is very little public understanding of it; notes that proper diagnosis is essential for a women’s well-being, and can improve mental health while empowering them to make informed decisions about planning for a family; supports the need to boost awareness and diagnosis education for better health outcomes; reaffirms that some women with endometriosis are entitled to certain rights and adjustments in the workplace under the Equality Act 2010; and calls on the Government to launch a wider awareness campaign on endometriosis to encourage women to get diagnosed and improve public understanding of the condition.

That this House notes the end of Men's Health Week which was a timely reminder that prioritising health is crucial for personal wellbeing for all men and that men face unique challenges when it comes to breaking the stigma surrounding mental health; highlights the isolation that many farmers feel and thanks the Young Farmers Club and Ulster Farmer's Union for the work they do to address loneliness and mental health help for farmers; and reminds men that whilst the promotional week may have finished help is still available, you are not alone, that the idea that mental health concerns reflect weakness is a myth and reaffirms the fact that seeking help is a sign of strength.

That this House congratulates CEO and founder of the Bridges Programmes, Maggie Lennon, on the Bridges Programmes marking 21 years since it was founded; notes that when Maggie Lennon started the charity in response to the growing number of asylum seekers housed in Glasgow it was to provide humanitarian services which would give people back confidence and dignity; acknowledges that the charity has grown through Maggie Lennon’s leadership to now also include a wide range of courses and support for asylum seekers and refugees to develop their skills, improve their education and support them into appropriate work; appreciates her leadership in working with the Scottish NHS to support doctors into work; recognises that the Bridges Programmes has become a leader of best practice in its field in Scotland, the UK and Europe through Maggie Lennon and the Bridges Programmes staff's determination to support asylum seekers and refugees to settle successfully; wishes Maggie Lennon well for the future as she steps down from her role as CEO at the end of June 2023; and further wishes the Bridges Programmes continuing success.

That this House welcomes the 75th anniversary of the arrival of Empire Windrush at Tilbury Dock on 22 June 1948; recognises the arrival of the Windrush Generation from 1948 to 1971 is a key moment in British history; celebrates the contribution of the Windrush Generation and the Caribbean community more generally, to whom we owe a huge debt of gratitude in helping to reshape, build and transform Britain for the better; notes the conclusion of a leaked Home Office report that the origins of the Windrush scandal lay in three decades of racist immigration legislation designed to reduce the UK’s non-white population; notes with concern thousands of Windrush Generation pensioners living abroad had their pensions frozen at the lowest value, which can be less than half of the old Basic State Pension of £156.20, applicable to those who’ve reached state pension age before 6 April 2016 and only a third of the new State Pension of £203.85; further notes that these are not uprated when UK pensions are increased annually for the more than half a million British pensioners living overseas, despite the Government’s estimated cost to do so being 0.3 per cent of the annual pensions budget; believes the freezing of pensions is unjust, unfair, discriminatory and reflects a betrayal of the Windrush Generation; and calls on the Government to ensure that all pensioners living abroad, many of whom have made lifelong payments to their state pensions, should receive the same annual increases as pensioners living in the UK.

That this House recognises the need to maintain access to in-person banking services; notes that banking hubs offer an important alternative to traditional high street banks but that the rollout of such services is not happening quickly enough; further notes that this disproportionally affects the vulnerable and older populations who are increasingly becoming excluded from their local economies as long-distance travel for cash or the use of digital monies is unviable; believes that banks should take all reasonable steps to increase the pace of the rollout of banking hubs; and calls on the Government to legislate to allow the Financial Conduct Authority to require the establishment of a banking hub.

That this House notes the Young Lives vs Cancer report entitled Running on Empty which explores the costs that young cancer patients and their families face when travelling for treatment; expresses concern at the finding in the report that it costs young cancer patients and their families on average £250 per month and, depending on their location, can be far higher in some cases; expresses strong concern that, consequently, 27 per cent are having to cut back on food, 20 per cent are falling behind in paying bills, 20 per cent are having to sell their possessions, 10 per cent are having to delay or miss treatment and, in some cases, are having to give up their homes as they are unable to meet housing costs; further notes the report's conclusion that the current support available is inadequate with only 12 per cent of families receiving any support to cover travel costs; draws attention to the report's conclusion that, cumulatively, this can have significant negative impacts on young cancer patients and their families' financial security, health and well-being and future prosperity, leaving them running on empty; and supports Young Lives vs Cancer's call for the establishment of a Government-funded young cancer patient travel fund to address this unfairness.

That this House acknowledges the one-year anniversary of the Big Disability Group relocating its Big Disability Hub to new premises in Clydebank; notes that during the past year the group has expanded its services to the local community and that its advisers support all disabilities, all age groups and all long-term conditions for people living with disabilities, their families and their carers; further notes that the group has established strong working relationships with other organisations to provide welfare rights support, Citizens Advice Bureau services and advice on Social Security Scotland benefits through Voiceability, and that it works with a legal firm to provide legal support and advice on welfare and benefits; believes that the staff and volunteers at the Big Disability Group play an invaluable role advising people with disabilities and their families on accessing all support to which they are entitled; offers everyone involved in the Big Disability Group our most sincere gratitude for their work; and wishes everyone involved in the Big Disability Group well for the years ahead.
1364Ultra Low Emissions Zone Expansion in London

That this House recognises the importance of action to reduce harmful air pollution and traffic emissions in London; yet notes with concern both the way and speed with which the expansion of the Ultra Low Emissions Zone to outer London has been handled by the Mayor of London; believes the design of the ULEZ expansion has failed to take into account people’s different transport needs in London’s suburbs and the current cost of living crisis; notes that the first expansion of the ULEZ was rolled out over three years, compared to just eight months for the second; notes that, despite a welcome broadening of eligibility criteria for the Mayor’s scrappage scheme, this will only become effective a month before the expansion, has not been accompanied with an increase in funding and still excludes many vulnerable residents and businesses; notes that central government has provided funding towards scrappage schemes in Bristol, Birmingham, Portsmouth and Manchester, but has failed to provide equivalent support for those living in the home counties travelling into London regularly; is especially worried that this failure means many keyworkers and others vital to London’s economy and public services will be badly hit; and therefore calls on the Mayor of London to delay the roll out of ULEZ to the outer London boroughs given the cost of living crisis and the scheme’s design faults, to double the London scrappage scheme and improve public transport in the suburbs, and calls on the Government to fund a home counties scrappage scheme.
