1359Windrush 75th anniversary and pensions

That this House welcomes the 75th anniversary of the arrival of Empire Windrush at Tilbury Dock on 22 June 1948; recognises the arrival of the Windrush Generation from 1948 to 1971 is a key moment in British history; celebrates the contribution of the Windrush Generation and the Caribbean community more generally, to whom we owe a huge debt of gratitude in helping to reshape, build and transform Britain for the better; notes the conclusion of a leaked Home Office report that the origins of the Windrush scandal lay in three decades of racist immigration legislation designed to reduce the UK’s non-white population; notes with concern thousands of Windrush Generation pensioners living abroad had their pensions frozen at the lowest value, which can be less than half of the old Basic State Pension of £156.20, applicable to those who’ve reached state pension age before 6 April 2016 and only a third of the new State Pension of £203.85; further notes that these are not uprated when UK pensions are increased annually for the more than half a million British pensioners living overseas, despite the Government’s estimated cost to do so being 0.3 per cent of the annual pensions budget; believes the freezing of pensions is unjust, unfair, discriminatory and reflects a betrayal of the Windrush Generation; and calls on the Government to ensure that all pensioners living abroad, many of whom have made lifelong payments to their state pensions, should receive the same annual increases as pensioners living in the UK.

That this House recognises the need to maintain access to in-person banking services; notes that banking hubs offer an important alternative to traditional high street banks but that the rollout of such services is not happening quickly enough; further notes that this disproportionally affects the vulnerable and older populations who are increasingly becoming excluded from their local economies as long-distance travel for cash or the use of digital monies is unviable; believes that banks should take all reasonable steps to increase the pace of the rollout of banking hubs; and calls on the Government to legislate to allow the Financial Conduct Authority to require the establishment of a banking hub.
1361St Ninian’s High School S2 football team

That this House congratulates St Ninian’s High School’s S2 football team for winning the under-14 British Isles Allen McKinstry Cup; notes the tournament started on Sunday 21 May 2023 in Athlone with St Ninian’s representing Scotland as the National Champions thanks to their efforts in winning the Schools Scottish Shield in 2022; recognises that the St Ninian’s team faced three teams during the competition: Marish College, Ysgol Greenhill, and St. Joseph’s Patrician College; understands the squad was comprised of the following players: Anthony Mcllvaney, Connor Sweeney, Conor Baillie, Dara Jikiemi, Daven Milne, Elliot Dunn, Ethan McGillivray, Joe McAndrew, John Joe Leddy, Luke O’Donnell, Matthew McAllister, Rocco Di Giacomo, Rory Kelly, Sam Gallagher, Shay McCracken, and Timothy Kelly; highlights that the tournament finished with St Ninian’s as the only undefeated team and with goalkeeper Elliot Dunn having conceded the least number of goals; understands that Rocco Di Giacomo, St Ninian’s captain, was awarded player of the tournament; and wishes all the players and coaches of St Ninian’s High School’s S2 team all the best for future tournaments.
1362Young Lives vs Cancer report

That this House notes the Young Lives vs Cancer report entitled Running on Empty which explores the costs that young cancer patients and their families face when travelling for treatment; expresses concern at the finding in the report that it costs young cancer patients and their families on average £250 per month and, depending on their location, can be far higher in some cases; expresses strong concern that, consequently, 27 per cent are having to cut back on food, 20 per cent are falling behind in paying bills, 20 per cent are having to sell their possessions, 10 per cent are having to delay or miss treatment and, in some cases, are having to give up their homes as they are unable to meet housing costs; further notes the report's conclusion that the current support available is inadequate with only 12 per cent of families receiving any support to cover travel costs; draws attention to the report's conclusion that, cumulatively, this can have significant negative impacts on young cancer patients and their families' financial security, health and well-being and future prosperity, leaving them running on empty; and supports Young Lives vs Cancer's call for the establishment of a Government-funded young cancer patient travel fund to address this unfairness.

That this House notes the growing number of European countries withdrawing from the Energy Charter Treaty including France, Germany, Spain and Italy; is deeply concerned about the increasing number of legal cases from fossil fuel companies brought against countries introducing climate policy; notes with concern the impact these legal challenges have on the cost and speed of energy transition; further notes that attempts to modernise the Energy Charter Treaty have failed; recognises the need for a new global framework to incentivise global investment in renewable energy sector to meet global targets to reduce emissions and reach Net Zero; and calls on the Government to withdraw from the Energy Charter Treaty and back a new framework replacement Renewables Treaty to drive innovation, cooperation and the greater adoption of renewable energy.

That this House notes Word Milk Day 2023, that was celebrated globally on June 1st; recognises that the inception of World Milk Day in 2001 was an effort to recognise the importance of milk as a global food as well as to celebrate the dairy sector annually and outline the benefits of milk and dairy products around the world; highlights that the dairy sector supports the livelihoods of one billion people; notes the contributions of the dairy and milk industry to local economies in England, Scotland, Wales and Northern Ireland and its pivotal role for so many constituencies in the UK; and encourages farmers to partake in the World Milk Day social media campaigns and use the hashtag #enjoydairy.

That this House notes that the International Commission of Human Rights Experts on Ethiopia (ICHREE) found that rape and crimes of sexual violence have been perpetrated on a staggering scale in the conflict in Ethiopia, with Ethiopian and Eritrean forces and their allies in the Amhara militia and Fano, targeting Tigrayan women and girls with particular violence and brutality and Tigrayan forces, also committing rape and sexual violence; further notes that there has been repeated pressure to curtail the funding and mandate of the ICHREE; expresses its full support for the work of the ICHREE; and calls on the Government to mark the UN Day on 19 June 2023 for the Elimination of Sexual Violence in Conflict by ensuring that the ICHREE is provided with the support and funding to complete its investigations and that its findings are followed through in judicial action against perpetrators and their enablers, with restitution for survivors and victims of the violence.

That this House notes the UN’s strong opposition to conflict-related sexual violence set out in resolutions 1325, 1820, 1888, 1960, 2106, 2331 and 2467 and its designation of 19 June 2023 as the Day for the Elimination of Sexual Violence in Conflict; welcomes the UK’s leadership role in the global campaign against such violence, including the November 2022 London ministerial conference at which 52 countries signed a protocol supporting accelerated action to prevent and prosecute such crimes and support survivors and victims; deplores that in conflicts in Ethiopia, Ukraine and elsewhere during the past year many thousands of women have suffered brutal conflict-related sexual violence and are still, like the hundreds of thousands more in the Rohingya, Uyghur, Yazidi and other communities, waiting for services and justice; and calls on the Government to press through the UN and its agencies for its excellent resolutions to be turned into reality, for international support and resources for tribunals and commissions investigating conflict-related sexual violence as war crimes, crimes against humanity or constitutive acts of genocide, for prompt prosecution of perpetrators, including those in the chain of command, for justice and support services for survivors, for the inclusion of women in peace negotiations and processes and for the burden of the campaign against sexual violence in conflict to be borne not by survivors and victims, but by perpetrators and those in positions of power.
1301Recognition for railway cleaners

That this House pays tribute to rail cleaners working for train companies Network Rail, Transport for London (TfL) and London Underground, who worked throughout the pandemic and since to keep our rail services clean and safe; notes that the vast majority of these cleaners are outsourced to sub-contractors, meaning that they have lower pay, no access to sick pay and pensions and are barred from the free and discounted travel facilities that are given to many other rail workers; believes it is wholly unfair that, while rail cleaners are not in receipt of rail travel concessions, train company directors do receive this benefit; welcomes the recent decision by Mayor of London Sadiq Khan to give travel facilities to all outsourced cleaners working for TfL and London Underground, and that he is exploring the option to bring cleaning in-house; calls on the Secretary of State for Transport to mandate the Train Operating Companies and Network Rail to follow the London Mayor’s example and provide free travel for outsourced rail cleaners; and further calls on the London Mayor and the Secretary of State to insource these cleaners, to bring them into direct employment and to end the unjust treatment of these keyworkers.

That this House notes the sentencing of Yana Pinchuk to 12 years in prison in Belarus; considers the secretive and pre-determined process through which she was sentenced to have been reminiscent of the worst times of the former Soviet Union; highlights Russia’s complicity in this case, having extradited Yana to Belarus last year; recognises that Yana Pinchuk is a political prisoner following the politically-motivated charges which led to her sentence; notes that the Viasna human rights organisation considers there to now be around 1,500 political prisoners in Belarus; and calls on the Lukashenka regime to release all political prisoners in the country.

That this House commends the invaluable work of the Royal National Lifeboat Institution following reports that the charitable organisation has saved the lives of 108 men, women and children in 2022 making the perilous journey across the English Channel in small boats; further commends the crews mainly working in Dover and Kent for launching 290 rescue trips during this period; congratulates the RNLI on the utilisation of the pioneering inflatable sea staircase which enables lifeboat crew members to rescue swiftly large numbers of people at risk in the water and has potential applications in large scale water rescues across a wide range of scenarios; echoes the sentiments of RNLI Chief Executive Mark Dowie that these newly released figures clearly illustrate that the charity’s work in the Channel is genuinely lifesaving; notes that the RNLI has been saving lives at sea for nearly 200 years and has saved some 140,000 since its inception; and thanks the staff and volunteers at the RNLI for their continued good work in assisting those in need.

That this House notes with deep concern the terrible impact that the non-attendance by an offender at a sentence hearing has on bereaved families; further notes that this non-attendance can significantly affect the wellbeing of bereaved families and impact their process of recovery; places on record the courage and strength shown by Cheryl Korbel and the whole family who experienced this following the devastating loss of their beloved Olivia; pays tribute to the efforts of the bereaved families and campaigners who are fighting for a change to the law; calls on the Government for a change in law to ensure that no bereaved family, who have had to suffer loss and fight for justice for their loved one at the same time, must face this situation at a sentencing ever again; calls on the Secretary of State to meet, and consult fully, with bereaved families and put them at the heart of shaping this change in law; and further calls on the Secretary of State to present legislative options on the attendance of offenders at sentence hearings to the House before the end of the current Parliamentary session.

That this House notes that this week, 19 to 23 June, is World Continence Week which aims to raise awareness, knowledge and understanding of urinary incontinence and associated conditions, observes the devastating impact that incontinence can have on patients’ wellbeing and quality of life; further notes that an estimated 14 million people in the UK, on average over 9,000 in each parliamentary constituency, are affected by continence problems with many relying on high-quality medical devices to enable them to enjoy independence and avoid repeated medical appointments; recognises that the safety and outcomes of those with urological conditions, as well as the professional judgement of clinicians who work in the urology sector, should remain of primary importance to industry and government; believes that patients and clinicians should be able to choose from a wide range of products to accommodate individual needs and have their preferences respected; and further believes that no patient should have to worry about accessing a product that effectively manages their condition and helps them to maintain independence.
1336Debt in low income countries

That this House recognises that the economic crisis and high interest rates have pushed as many as 54 countries towards debt crises; notes that the World Bank’s International Debt Statistics 2022 show that low-income countries are now spending more on debt servicing as a proportion of Gross National Income than at any point in the last 30 years resulting in an impossible trade-off between servicing debt and providing critical public services; further notes that sources including the Global Carbon Project state that low-income countries are accountable for under 1 per cent of historic global carbon emissions yet are still faced with the overwhelming effects of climate change; acknowledges that the effectiveness of the Highly Indebted Poor Country Initiative and the Multilateral Development Relief Initiative was limited by a lack of participation by private and multilateral creditors; and calls on the Government to work to significantly improve private creditor participation in debt relief initiatives globally, as recommended in the recent report from the International Development Committee on Debt relief in Low-Income Countries.

That this House marks the 100th anniversary of the Glentoran Supporters 1923 Committee; notes that this supporters club is the oldest football supporters club in Northern Ireland and has a proud record of volunteering in their support of Glentoran FC; further notes that this includes being at forefront of the Back to the Oval campaign, following the stadium’s destruction in World War II and, since 1946, producing the match day Glentoran Gazette which recently won the prestigious Programme of the Year for the 22nd consecutive year; and commends members, past and present, for their dedication and many achievements over the past century.

That this House condemns the Russian government for the arrest and sentencing to 25 years in prison of Vladimir Kara-Murza, a dual British-Russian national and prominent Russian opposition figure and activist; expresses concern that Kara-Murza is in poor health following the two poisonings he was subjected to in 2015 and 2017, and that he may not be receiving adequate healthcare for his condition; commends Kara-Murza’s constant advocacy for democracy and the rule of law in Russia; notes that human rights organisations such as Amnesty International consider Kara-Murza to be a prisoner of conscience; welcomes Canada giving consideration to awarding him honorary citizenship; draws attention to the advocacy reception organised by the Global Magnitsky Justice Campaign; calls on the Government to investigate all measures that could accelerate his release, including establishing an office that deals with hostage situations; and urges the Russian government to release him immediately.

That this House notes the struggles that more than one million women in the UK suffering from endometriosis face; recognises that no one should suffer from endometriosis or any health condition in silence; acknowledges that endometriosis can severely affect a woman’s life and that there is very little public understanding of it; notes that proper diagnosis is essential for a women’s well-being, and can improve mental health while empowering them to make informed decisions about planning for a family; supports the need to boost awareness and diagnosis education for better health outcomes; reaffirms that some women with endometriosis are entitled to certain rights and adjustments in the workplace under the Equality Act 2010; and calls on the Government to launch a wider awareness campaign on endometriosis to encourage women to get diagnosed and improve public understanding of the condition.

That this House celebrates Children’s Hospice Week 2023 between 19 and 25 June; recognises that children’s hospices across the UK support thousands of seriously ill babies, children and young people; is concerned by Together for Short Lives’s recent findings that local NHS funding for children’s hospices in England is currently inconsistent and unsustainable, and that NHS England has stated that 2023/24 is the final year of the Children’s Hospice Grant; and calls on NHS England to protect the Children’s Hospice Grant, distribute it centrally as a ringfenced fund as it is now and increase it by the rate of inflation beyond 2023/24.

That this House congratulates the National Autistic Society East Renfrewshire Branch for winning the Outstanding branch community impact award at the 2023 Branches Awards; notes there are 116 National Autistic Society branches across the UK working to transform lives, change attitudes, and help to create a society that works for the 700,000 autistic adults and children in the UK; commends the fantastic work and dedication of volunteers who provide a wide range of sessions for people with autism in East Renfrewshire, supporting them to fulfil their potential, dispel myths about autism, and to assist parents and carers who have a child or a young person on the pathway to a diagnosis of autism or a recent diagnosis; further notes that the East Renfrewshire Branch has been active since March 2020 and has grown to become a much cherished local organisation; and wishes everyone involved with the National Autistic Society East Renfrewshire Branch all the best for the future as they continue their invaluable work.

That this House notes the end of Men's Health Week which was a timely reminder that prioritising health is crucial for personal wellbeing for all men and that men face unique challenges when it comes to breaking the stigma surrounding mental health; highlights the isolation that many farmers feel and thanks the Young Farmers Club and Ulster Farmer's Union for the work they do to address loneliness and mental health help for farmers; and reminds men that whilst the promotional week may have finished help is still available, you are not alone, that the idea that mental health concerns reflect weakness is a myth and reaffirms the fact that seeking help is a sign of strength.

That this House notes the launch of the new five year strategy of the National Deaf Children's Society entitled Every moment counts, which aims to ensure deaf children across Northern Ireland receive the support they need in their early years or as soon as their deafness is identified; highlights the impact that deafness can have on language development, communication and social skills and the difference in these skills which takes place when children are identified early; further notes the gradual decline in Teacher of the Deaf numbers across Northern Ireland; and calls upon the Government to formulate a UK-wide early years strategy to guide children and parents in the early years after deafness has been identified.

That this House is concerned that hunting with dogs is still taking place in England and Wales under the guise of trail hunting and exemptions in the law; recognises that the ban on hunting with dogs is weak and is failing to protect animals from cruelty; believes that until this changes animal welfare will not be treated with the seriousness the public expect; welcomes the launch of the Time For Change Coalition Against Hunting, a coalition of over 30 leading animal welfare and environmental organisations united in calling for the law to be strengthened to end hunting with dogs for good, on 29 June 2023; and calls for the Hunting Act 2004 to be strengthened and improved by banning trail hunting, removing loopholes and exemptions which enable hunting and by introducing custodial sentences for those who break the law.

That this House joins the Welsh Highland Railway in marking its centenary celebrations from 23-25 June 2023; notes that important scenes will be recreated from the original operation of the railway in 1923 as part of a showcase of the iconic line; further notes that the railway holds the title of the UK’s longest heritage railway and runs for 25 miles from Caernarfon to Porthmadog in Gwynedd; highlights that a trip on the Welsh Highland Railway remains one of the most spectacular routes to experience the awe-inspiring scenery of Eryri National Park; acknowledges that these magnificent steam locomotives are much loved by locals, tourists and steam enthusiasts alike; and wishes the organisers Ffestiniog & Welsh Highland Railways and the Welsh Highland Heritage Railway the very best with marking this important milestone.
