That this House notes the retirement of Gareth Bale from club and international football; congratulates him on a wonderful career which saw him win numerous trophies including five Champions Leagues and three La Liga titles; further congratulates him on becoming Wales’ Men's top goal scorer and most capped player with 41 goals and 111 appearances; celebrates his pivotal role in ending the Welsh Men’s team’s 58-year wait for an appearance at a major tournament by qualifying for Euro 2016 and then Euro 2020, before leading Wales to their first World Cup since 1958 at Qatar 2022, marking a truly golden period for the national side; notes his towering legacy on Welsh football, where his performances on the pitch inspired not only people across the length and breadth of Wales but across the wider world, cementing his status as one of the greatest Welsh footballers of all time; and wishes him all the best in his retirement from the game.
745Inverness becomes a full fibre city

That this House welcomes the news that Inverness has completed its journey to become a full fibre city, with world leading connections now available to thousands of residents and businesses across the city; notes that CityFibre has completed its £24 million full fibre broadband roll out in Inverness; further welcomes this as yet another step to ensure the Highlands thrive, with a successful Inverness at its heart; and notes that without the spark of competition between providers, Inverness would have likely had to wait much longer for future-proof digital infrastructure.

That this house congratulates Jimmy Hendry on recently being named Plumber of the Year at the national On the Tools Awards held at the Edgbaston cricket ground in Birmingham in November 2022; recognises that these awards celebrate the best and brightest that the construction industry has to offer; commends Jimmy for his ongoing campaign for further legislation to stop illegal gas works being carried out; and pays tribute to his commitment to this cause which puts the safety and wellbeing of others at its heart.

That this House recognises the excellent work of the South West London NHS, all local healthcare providers and those giving unpaid care at home under difficult circumstances over the winter of 2022-23; understands that the quality of service is testament to the dedication, skill and innovation of NHS clinicians and leaders; appreciates that, in the face of years of underinvestment and lack of workforce planning, the Government’s pay offer to nurses would be a real terms cut in pay; and encourages the Government to do all they can to reward NHS staff for their work, encourage them to stay and attract new people to the health service by offering them a fair pay rise.
734Commemoration of the 33rd year of the genocide of Hindus, Kashmiri Pandits, from Jammu and Kashmir.

That this House commemorates with deep sadness and disappointment the 33rd anniversary of the attack in January 1990 by cross-border Islamic militants on the innocent population of Jammu and Kashmir; expresses its condolences to the families and friends of all those killed, raped and injured in this planned massacre; condemns the desecration of holy sites in Jammu and Kashmir; is concerned that Kashmiris who fled persecution have still not seen justice or recognition of the atrocities committed against them; commends the continued resilience and courage shown by the members of Kashmiri Pandit community who survived this gruesome genocide and did not resort to taking up arms but chose education and aspiration; deplores those sponsoring such cross-border terrorist attacks and demands that such attacks cease immediately; condemns the continued targeted Hindu killings in Jammu and Kashmir, further notes that the international principle of responsibility to protect obliges individual states and the international community to take effective measures to prevent the commission of genocide and crimes against humanity as suffered by Kashmiri Hindu community; urges the Government of India to fulfil its long-standing international commitment to recognise and acknowledge the worst form of genocide of Hindus in Jammu and Kashmir and enact the proposed Panun Kashmir Genocide Crime Punishment and Atrocities Prevention Bill in the Indian Parliament, therefore delivering much awaited justice to the Kashmiri Pandit community; and further urges the UK Government to extend the UK’s long standing commitment to protect and demand justice to the victims of this genocide.
735Wales Air Ambulance 22nd Anniversary

That this house commemorates the success and importance of the Wales Air Ambulance Charity ahead of its twenty-second anniversary on St David’s Day; notes that this life saving emergency service has taken part in over 41,000 missions saving lives across Wales and has made our country and our communities better places to live; acknowledges that this is a vital service for our rural communities where getting a land based vehicle to isolated areas can often be impractical; commends this indispensable service for carrying out its work which relies on the charitable efforts of people across Wales who provide the £8 million of required funding; and thanks the support staff, medical practitioners, and members of the public who provide essential backing and funds for a charity that has been a great success story for Wales.
736Severe pectus excavatum treatment

That this House is concerned that the decision by NHS England to withdraw the surgery treatment for severe pectus excavatum and carinatum in its Clinical Commissioning Policy in 2019 has created a block for patients to access the relevant surgery; notes that severe pectus excavatum and carinatum treatment is routinely commissioned in Scotland, Northern Ireland and Wales and that due to the decommissioning of this service by NHS England in 2019, there is no surgery available and, in addition, no individual funding requests are being approved even for the most severe cases; acknowledges some moves by NHS England to allow 10 surgeries per year and support a study into the severest 10 per cent of patients; highlights that 90 per cent of patients who receive surgery in the devolved nations would not be able to receive the same procedure in England; notes that no teenagers or young adults with severe psychological distress have any access to surgery, no matter how deforming this abnormality is; and calls on the Government to bring into force, without delay, a timetable for reversing this NHS England Clinical Commissioning Policy.
737Bus services in rural areas

That this House recognises the lack of adequate bus service provision across the UK; acknowledges that the problem is particularly significant in rural communities; notes that the lack of bus services leads to difficulties for some in getting to work, school, or hospital appointments; further notes that this has a detrimental impact on the local economy; and urges the Government to pass the Bus Services Bill, which would ensure that every town with a population of over 10,000 people has a regular bus service operating seven days a week, and that local health services, including hospitals and GP surgeries, are serviced by those buses.

That this House sends its sympathies and condolences to the family and friends of Mr Ali Ahmed Aslam, original proprietor of the Shish Mahal restaurant in the West End of Glasgow, who passed away on 19 December 2022; notes that the restaurant, opened in 1964, is credited with inventing the recipe for Chicken Tikka Masala, and helped popularise Indian cuisine in Scotland, establishing Glasgow as one UK’s pre-eminent curry capitals; further notes the many warm tributes and happy memories that have been shared by generations of customers who have enjoyed Mr Ali’s legendary dishes and hospitality over the years; and hopes that these will provide some comfort to his family at this sad time.
739Anniversary of Kingsmill Massacre

That this House notes with sustained sadness the 47th Anniversary of the Kingsmill Massacre and remembers the ten Protestant workmen that were brutally murdered and the one who survived but was subject to eighteen gun wounds; underlines that this massacre has been described as one of the deadliest mass shootings of the Troubles; highlights the 2011 report by the Historical Enquiries Team that concluded the responsibility of the Provisional IRA in carrying out this atrocity despite being on a ceasefire; further highlights the sheer malice of this shooting where it has been noted that 136 rounds were fired in less than a minute and a single shot was delivered to each victims head as a final act of evil; sends deepest sympathies to the families of those impacted; further highlights that the perpetrators have never been named let alone brought to justice despite the pleas of survivors and families; and reaffirms that these men will not be forgotten and their deaths will not be whitewashed.
740Peace in Syria

741Recognition of the Holodomor as a genocide

That this House recognises the Holodomor as an act of genocide against the Ukrainian people in 1932 and 1933 by the Soviet regime headed by Josef Stalin; commemorates the lives of the seven million people who were brutally annihilated; condemns these acts as a systematic campaign of starvation and destruction of Ukrainian cultural and ethnic identity; further condemns the Soviet regime’s confiscation of food, restriction of population movement, rejection of external aid, and brutal crackdown on protests and suppression of the Ukrainian language for the purpose of Russification; commends the work undertaken to commemorate the dead; calls on the UK Government to promote further awareness of the Holodomor and condemn any attempt to deny or distort this historical truth as being anything less than genocide; and further calls on Parliament to join other parliaments in recognising the Holodomor as a historical reality.

This House condemns the attacks on the Brazilian Congress, Supreme Court, and Presidential Palace on Sunday 8 January 2023 by supporters of former Brazilian President Jair Bolsonaro who refused to accept his recent election defeat; notes that this happened a week after the inauguration of President Lula da Silva and is the latest far-right attempt to disrupt Brazilian democracy through violence and intimidation; is deeply alarmed by the disturbing rise of political violence against supporters of President Lula including killings, violence against Lula’s Workers' Party officials and attacks on pro-Lula marches that took place during the recent election campaign; believes President Lula’s democratically-elected administration must be allowed to govern without fear of violence or continued threats; extends our solidarity with President Lula, the governing Brazilian Workers' Party, and all Brazilian democrats against attempts by the far-right to overturn the democratic process in Brazil; and calls on the international community to offer its full support for the upholding of the democratic will of the Brazilian people and to do all it can to ensure those responsible for the 8 January 2023 events are held to account.
