That this House recognises and celebrates the significant role firefighters play in society, particularly in the face of increasing extreme weather events and the part they played during the pandemic that included delivering medicines to the vulnerable, supporting the ambulance service and moving the bodies of the deceased; further recognises that the fire and rescue service has suffered central funding cuts of around 30 per cent since 2010, resulting in the loss of more than 11,500 frontline firefighters; is concerned that lives could be put at risk from further cuts; acknowledges that firefighters have lost approximately £4,000 in real terms over the past decade; notes with dismay that some firefighters are resorting to food banks; further notes when inflation is taken into account, the 5 per cent offer from the employers that was rejected by the Fire Brigades Union still represents a further cut in real wages; calls for urgent central Government funding for fire and rescue services; and urges employers and the Government to give firefighters a fair pay rise.

That this House welcomes the Government’s promotion of Pension Credit to increase its uptake, at long last, given that research by Independent Age had shown that only 61 per cent of those eligible were receiving it; appreciates that Pension Credit can be a gateway benefit for low income pensioners; is concerned by reports of lengthy delays to the processing of Pension Credit claims, with some pensioners forced to wait several months before payment is made; is disappointed by the failure of the Government to prepare for the increase in Pension Credit claims made as a result of its own awareness campaign; calls for additional support to be given to the Department for Work and Pensions to assist processing Pension Credit claims; and recognises the need for immediate action to ensure the most vulnerable in our society receive the support promised by Pension Credit to protect them during what will be a harsh winter.

That this House recognises the significant achievements of the Young Women Lead programme upon the completion of their 'Community Places Community Spaces' project which began in May 2022; notes that the project was formulated with a passion for the provision of community services and a desire to highlight what services are available to people across Renfrewshire and East Renfrewshire; appreciates that the six month project involved a series of workshops and online discussions which culminated in the creation of a website with an interactive map showing the various community services available across the local authorities; understands that the Young Women Lead programme caters for women and non-binary people aged 16-30, is facilitated by YWCA Scotland, and offers young people unique and exciting training opportunities; puts on record that the group of young people involved in the Community Places Community Spaces project are all passionate about connecting community services and have a strong belief that information about local services should be easy to access; and wishes everyone involved in the Young Women Lead programme the very best for the future.

That this House supports Carers Rights Day, taking place on 24 November 2022; recognises this year’s theme of Caring Costs, which acknowledges the enormous financial, mental and emotional burden faced by millions of unpaid carers looking after their loved ones across the UK; notes that many unpaid carers go unrecognised by both themselves and the Government; commends Carers Rights Day’s goals of increasing awareness, recognition and support for carers; notes the need for a strategic approach from the Government to identify and support unpaid carers; and calls on the Government to immediately give carers the support they need by uprating Carers Allowance at least in line with inflation.

That this House recognises that over two million people in the UK are living with conditions which cause sight loss; notes that 250 people lose their sight every day and sight loss costs the UK economy £36 billion per year; further notes that NHS eye care services are facing significant pressures, with ophthalmology accounting for almost ten per cent of NHS waiting lists; and calls for the development of a National Eye Care Strategy which would focus on improved health outcomes, eliminate the postcode lottery of eye care treatment, address the inequities in access to, and provision of, eye care services, reduce the backlog, ensure positive patient experiences, ensure providers of care are joined up, maximise workforce capacity and skills and make better use of research and innovation.

615Turkish airstrikes against Kurds in Syria

This House notes with concern the intensive Turkish air assault that has hit Kurdish majority towns across north and northeast Syria which began at midnight on 19 November 2022, reportedly having killed 13 civilians and injuring many others; further notes that basic civilian infrastructure was being targeted in those strikes; notes that the Kurdistan Workers Party (PKK) and the Syrian Democratic Forces (SDF) have both strongly condemned the attack; is deeply concerned that the Turkish Government has allocated responsibility for the attack to the PKK and the SDF; notes that the Turkish Government has frequently asserted a policy of seeking to control a band of Syrian territory adjacent to the Syria-Turkey border; notes that the US State Department stated that it was communicating with Ankara publicly and privately to stop those attacks; calls on the Foreign Secretary to make representations to counterparts in the Turkish Government with a view to immediately ceasing the airstrikes which are in breach of international law; and further calls on the Government to call publicly for an immediate cessation of such airstrikes.

That this House notes with concern evidence from Marie Curie’s latest Better End of Life Report published in November 2022, which shows significant gaps in out-of-hours services in the community for people at the end of life and their carers, and the link between not being able to access services at home during nights and weekends and emergency department attendances during these periods; recognises that each year around 780,000 emergency out-of-hours visits to A&E occur for people approaching the end of life and that 24/7 palliative care telephone advice lines can play a significant role in meeting the need for out-of-hours support, thereby reducing ambulance use, A&E attendance and hospital admissions; commends The Integrated Mersey Palliative Care Team (IMPaCT) designated 24/7 palliative care advice line which means that rather than having to ring 999, a single contact number connects people with a terminal illness and their carers to professionals with specialist palliative care expertise who can provide the advice they need on managing symptoms, controlling pain, access to medicines and support at home at the time when it is needed; and notes that 69 per cent of UK areas surveyed do not consistently provide a designated 24/7 palliative care advice line for terminally ill people and their carers and, of these, over one in four areas surveyed had no such advice line at all.

That this House supports 16 Days of Activism against Gender-Based Violence which is an annual international campaign which commenced this year on 25 November, the International Day for the Elimination of Violence against Women, and will run until Human Rights Day on 10 December; recognises that violence against women and girls is the most pervasive breach of human rights worldwide; notes with regret that violence against women and girls is estimated to affect more than one in three women, a figure that has remained largely unchanged over the last decade; commends the objectives of the campaign which include calling for global action to increase awareness, galvanising advocacy efforts and sharing knowledge and innovations to end violence against women and girls once and for all; and advocates for all to take part in the 16 Days of Activism and amplify the important work of women’s rights activists.

That this House remembers the terrible disaster that took place on 2 December 1984 in Bhopal, India, when a major poisonous gas leak from the Union Carbide pesticide plant resulted in more than 600,000 people being exposed to the highly toxic methyl isocyanate gas; notes that Amnesty International has stated that more than 100,000 people now live with contaminated water supplies and exposure to the chemicals, as well as a range of health problems and chronic illnesses caused by the disaster; commends the work of the late journalist Mr Rajkumar Keswani who reported on inadequate safety measures at the plant several years before the disaster; further notes that current owners, Dow Chemicals, need to urgently rectify the environmental damage and properly compensate the victims, survivors and their families; commends the work of Indian civil society groups, the International Campaign for Justice in Bhopal, the TUC, UNISON and Action for Bhopal in campaigning on this issue; and calls for those responsible to be brought to justice so that the victims who have been waiting 38 years for justice finally receive closure.

That this House notes that according to the UN there will be more plastic in the sea than fish by 2050; calls for the Government to publish a strategy for promoting a circular economy in respect of plastics, including setting targets and measures for the elimination and recycling of single-use plastics; calls for Secretary of State for Environment to establish a task force to develop proposals to encourage the use of reuse and refill models of packaging, to report annually to Parliament on the implementation of the strategy, to ensure that UK targets for the elimination and recycling of plastic packaging are more demanding than equivalent targets set by the European Union, and to require manufacturers and retailers to pay for the cost of recycling plastic; calls for Government to set annual targets for reducing the quantity of plastic waste that is incinerated; and calls for the Secretary of State of the Environment to publish a plan for banning the export of plastic waste by 2027, make provision for the purpose of reducing the cost of recycling plastic, including measures to encourage the standardisation of plastic packaging, give powers to the Office for Environmental Protection to enforce legislation relating to plastic pollution, and make provision for the purpose of encouraging the development of sustainable alternatives to plastic packaging; and calls for the Government to publish a plan for the use of fiscal policy to incentivise investment in recycling infrastructure and sustainable behaviour by consumers and retailers.

This House congratulates Craigie High School, in Dundee, for winning the Safety Groups UK Award for Development Through Education - and the Scottish Chamber of Safety Silver Punch Bowl - for a project featuring its Watch your Back video as part of its LOcHER project; notes that the judges were highly impressed with the way the team took a traditional health and safety issue in back injury to create an enjoyable and effective educational process through a video and music lyrics that can be shared more widely to leave a lasting impact; further notes that it was also Highly Commended under the Innovation Award category and welcomes the fact that these awards recognised safety groups that have involved learners of any age in an initiative which demonstrates effective educational engagement to advance health and safety.
625The Scotch Professors and the 150th anniversary of the world's first international football match

That this House recognises the 150th anniversary of the world’s first international football match, which took place between Scotland and England on 30 November 1872 at the West of Scotland Cricket Ground in Partick, Glasgow; acknowledges that the match, which finished nil-nil, has huge historical significance as it was a very early example of the distinctive Scottish style of playing football, one which was predicated on a passing, combination game, with a greater emphasis on teamwork, as opposed to the individualistic, dribbling style that was prevalent in England at the time; further notes that this distinctive style of football which by 1872 had become the hallmark of the game in Scotland, and became known the Scotch Professor style of play, is credited by historians of the game as having changed the nature of football around the world; congratulates Mr. Ged O’Brien, founder of the Scottish Football Museum for all his research into the origins of the game in Scotland; and thanks him for sharing that knowledge with his pupils at St. Andrew’s RC Secondary in Carntyne, Glasgow, who are actively promoting the legacy of Scotch Professors and how their innovative footballing philosophy was quickly adopted by every country which has played the game since.

That this House congratulates Inverness-based Maritime and Coastguard Search and Rescue crew on recently being awarded the 2022 Prince Philip Helicopter Rescue Award; notes that this award is given to an individual member of a helicopter crew, a complete crew or the crews of multiple helicopters, for an act of outstanding courage or devotion to duty in the course of land or sea search and rescue operations; recognises that Captain Rob Green, Captain Simon Hammock, Philip Candle and Duncan Tripp MBE are joint recipients of the award for their efforts in March of this year where they conducted a highly demanding rescue in the most extreme of weather conditions; commends the crew for displaying the highest standard of crew-cooperation, judgement and handling skills to ensure a safe outcome for those in danger; and pays thanks to all those who dedicate their lives to the search and rescue of those who need it.

That this House congratulates Lorna Stanger on recently running 112 miles from Inverness to Thurso to raise awareness for those impacted by gender-based violence; recognises that Lorna set off on her run following RASASH (Rape and Sexual Assault Service Highland)’s Reclaim the Night March on Friday the 25 of November in Inverness which aimed to raise awareness of the issue of gender-based violence; and notes that this was the first day of the United Nations 16 days of activism against gender-based violence which invites everyone to play their role in ending violence against women and girls and show support and solidarity to women’s rights activists.

That this House acknowledges with concern the fire that took place in the Xinjiang region of China, on Friday 25 November, killing 10 people, and leading to protests across the country about China’s zero-covid policy; notes with alarm reports that Chinese authorities have used disproportionate force in response to these peaceful protests; reaffirms its solidarity with pro-democracy and human rights activists across China; further condemns the attack and detention of a BBC Journalist, Ed Lawrence by Chinese authorities; recognises that China is in breach of international obligations, in particular UN Resolution 70/162 requiring states to create and maintain a safe and enabling environment for journalists to perform their work independently and without undue interference; and calls on the UK government to raise the issue of the right to peaceful protest across China.

That this House notes that St. Andrew’s Day marks the 150th anniversary of the first international football match played between Scotland and England at the West of Scotland cricket ground in Glasgow in 1872, attracting a crowd of around 4,000 each paying one shilling for entry; notes that the final score was 0-0 following a disallowed Scotland goal in the first half; acknowledges that this match marked the beginning of football as an international game, with the formation of the Football Associations of Scotland, Wales, and Ireland in subsequent years as well as the Danish Football Association, the first football governing body outside of these isles; notes the crucial role Scotland has played in the development of football over the past 150 years, including Andrew Watson as the first black international football player and administrator in the world, the innovations in play brought about by the Scotch Professors who dominated the game north and south of the border in the late 19th and early 20th centuries and exporting football around the world to become the global game it is today; notes that Scotland also produced the first World Club Champions in 1888 with Renton FC’s victory over West Bromwich Albion; and looks forward to a further 150 years of Scotland playing a pivotal role in the world’s most popular sport.

That this House applauds the recent victory of Ardrossan Winton Rovers U14 Girls Football Team over Strathaven Dynamo, and securing the South West Region Erin Cuthbert League title; appreciates the skill, dedication and commitment of the team; recognises that this team is the first ever from the Three Towns to win this accolade, doing so without losing a single match during the whole season; understands that the support from the wider Ardrossan Winton Rovers family, Ardrossan Winton Rovers CIC and Ardrossan Winton Rovers Youth Academy, has been vital to the U14 Girls Football Team throughout the season, as has the support of the local community; and looks forward to the team's preparations for its next challenge as it prepares for U16s football and admires Ardrossan Winton Rovers Girls providing opportunities for girls to play football in a safe and fun environment with Scottish Football Association qualified coaches via its Youth Academy, which delivers a pathway right through to women's adult football.

That this House congratulates the Eglinton Diner in Windmill Street in Saltcoats on its securing the accolade of Best Fish and Chip Shop in Scotland at the 2022 Scottish Business Awards; acknowledges that this recognition comes in the wake of its previous award for the best fish and chip shop in Ayrshire earlier this year; pays tribute to the hard work of owner Josephine Donald who started as a fryer in chip shops and took ownership of the Eglinton Diner four and half years ago; is also impressed by the hard work of the diner's fryers Ashley Donald, Jenna Wishart and Grady Purcheon and all the staff who work so diligently in the diner's fast paced environment; understands that this diner is well supported by local residents due to the excellent customer care, excellent food, with its fresh is best policy and high standards of cleanliness; is aware that the owner continues to make improvements to the diner's premises to ensure that her customers are able to enjoy the best experience possible when they patronise her business; and wishes the diner and all its staff continued success in providing the such excellent food and service to the people of Saltcoats.

That this House supports Unite members taking industrial action at Shelter; stands with these workers based at offices across the country in Aberdeen, Glasgow, Dundee, Edinburgh, Newcastle, Blackburn, Merseyside, Manchester, Sheffield Hub and North Bank, Birmingham, Bristol, Plymouth, Bournemouth, Norwich, Hackney and London Old Street; is concerned by Shelter’s imposition of a 3 per cent pay deal without proper consultation in the middle of a cost of living crisis despite the organisation’s healthy finances; notes that Shelter’s own claims show they have reserves of £17 million; further notes that this is substantially in excess of the organisation’s target reserves of £8.9 million; understands that the Retail Price Index is at its highest level since 1980; is alarmed that this means RPI is currently over 10 per cent higher than Shelter’s imposed 3 per cent pay deal; is disappointed to see an organisation with the reputation and mission statement of Shelter treating its workers with such disrespect; is clear that those working for a housing charity should not be experiencing housing insecurity as a result of low pay meaning they are unable to afford their rent; is encouraged by the large growth in union membership amongst Shelter’s workers during this dispute; and urges Shelter to rethink and fully commit to meaningful negotiations with representatives from its workers’ trade union, Unite.

That this House recognises the lack of housing across England; notes the particular shortage of social housing and housing association in West Yorkshire and Huddersfield; expresses concern at the consequent impact on vulnerable individuals such as domestic abuse victims forced to remain in abusive situations due to lack of suitable emergency accommodation; further notes the inability of large families to gain suitable properties for their families; recognises the local authority provided housing availability in Kirklees is 322, or 1.1 per cent of Local Authority capacity, and that simultaneously there are 5,952 available properties in Kirklees, but only 5.4 per cent of these are Local Authority properties; regrets that many individuals are on the housing register for years and cannot access social housing; calls on the Government to create urgent availability for emergency accommodation and increases funding for social housing in Kirklees and West Yorkshire.
