1006Accommodation for children in care over the age of 15

That this House notes with grave concern the introduction of secondary legislation by the Department for Education which guarantees care and regulated accommodation to vulnerable looked-after children only to the age of 15; and is further concerned by the disproportionate impact this policy has on boys and children from black, Asian and minority ethnic communities; further adds that between 2018 and 2020, 22 children in care aged 16 and 17 died while living in this type of unregulated setting which is devoid of care and consistent adult supervision; further champions the charity Article 39 and the delegation of care experienced people who handed over a 10,700 signature-strong #KeepCaringTo18 petition to Downing Street on this issue; and urgently calls on the Government to change this legislation to ensure all looked after children, no matter what their age, live in accommodation that has carers and provides care.


1007Potential health effects of proposed medical waste incinerator, Simonswood, West Lancashire

That this House notes with strong concern, the potential consequences for residents in Kirkby and West Lancashire if the Culzean W2E planning application for a medical waste incinerator in West Lancashire, on the border of Kirkby, is approved by Lancashire County Council; expresses concern that the site of the proposed incinerator is already very poorly managed with a number of companies conducting waste management businesses on it with a complete lack of consideration in regard to the effect that their activities have on local residents; further notes that those activities include the use of dilapidated and unsafe buildings, unacceptable storage of waste materials and waste materials falling off vehicles associated with the site; notes, with strong misgivings, the potential impact that a medical incinerator on the site would have on the health and wellbeing of residents in Knowsley and West Lancashire; and calls on Lancashire County Council, West Lancashire District Council and the Environment Agency to defer any further consideration of the proposal and focus on taking strong enforcement action against those already involved at the site.


100825th Anniversary of Pro-Duct Group, Cardenden

That this House congratulates the family-run Pro-Duct Group in Cardenden on their 25th anniversary in business; notes that Brian Dempster Snr. started Pro-Duct in 1996 with second-hand machinery from its origins in an old dairy workshop in Kingskettle, and with a lot of hard work and drive has grown the business over the years to become one of the UK’s leading manufacturers and installers of ventilation ductwork systems; further notes that the business and its five operating companies (Pro-Duct Fife Ltd, Pro-Duct Installations, Pro-Duct Sheet Metal Ltd, Pro-Duct Fabrications Ltd and Pro-Duct Maintenance Services Ltd) have grown from a turnover of just over £30,000 per year to over £5 million; congratulates Brian’s son, Brian Dempster Jnr. on his first two very successful years at the helm of the business; highlights some of the business’ recent success in securing contracts to help tackle covid-19 by supporting the construction and development of the Rosalind Franklin Laboratory in Leamington Spa, the UK’s first testing mega lab, and Valneva in Scotland which is a vaccine manufacturing facility; thanks all of the more than 70 strong team, many of whom have worked with Pro-Duct for many years, for their hard work and dedication to the business; and offers all of the team at Pro-Duct its best wishes for the future of the business.

That this House congratulates Glasgow East constituent Hammy McMillan who recently won the silver medal in men’s curling at the 2022 Beijing Winter Olympics Games; commends his teammates Bruce Mouat, Grant Hardie and Bobby Lammy on their achievement; notes that the team is the first men’s team since 2014 Sochi Winter Games to reach the curling final; celebrates the success of Scottish Sport at the Winter Olympics, and hopes that the achievements of the men’s curling team will inspire young people across Scotland, but particularly in Glasgow East.

977Cholangiocarcinoma Awareness Month (No. 2)

That this House notes that February is Cholangiocarcinoma Awareness Month and 12 February is World Cholangiocarcinoma day; commends AMMF the cholangiocarcinoma charity for their outstanding work supporting people impacted by bile duct cancer and providing information, educational resources and advocating for people impacted by this aggressive cancer; recognises the importance of their GP Awareness Campaign; credits their collaborative work with health care professionals including surgeons and oncologists at hospitals and universities UK-wide and internationally; further notes the symptoms and signs of these bile duct cancers are something everyone should be aware of such as abdominal discomfort, loss of appetite and jaundice; encourages people who have any concerns to make a face to face appointment with their GP to be checked out as a matter of urgency; highlights that cholangiocarcinoma, whilst still a rare cancer, is on the increase and is aggressive; highlights that to improve patient outcomes it is essential to find ways to achieve earlier diagnosis and effective treatments for this disease; and calls on the Government to support the campaign to increase awareness and encourage people to flag symptoms to their GPs to help catch up with cancer diagnosis and treatment.


979Seafarers pay at Pacific Nuclear Transport Ltd

That this House notes the skill and dedication of seafarers at Pacific Nuclear Transport Ltd (PNTL) who for the last forty five years have shipped hazardous nuclear waste from Barrow to storage destinations as far away as Australia; notes that PNTL’s contract is 75 per cent funded by the Japanese Government and that the company is a subsidiary of the Nuclear Decommissioning Authority (NDA); supports public ownership but is alarmed that the Government has introduced a requirement on all NDA operating companies to align pay with the 0 per cent pay settlement for non-NHS public sector staff in 2021-22; notes that PNTL’s commercial operation of a public contract delivered £8.6 million dividends to shareholders between 2019 and 2021; supports public investment in jobs and training for UK seafarers; and calls on the Government to work with the recognised trade unions to lift the pay cap on PNTL seafarers for 2021-22 and in future years.


983Care workers and vaccination as a condition of employment

That this House notes that vaccination as a condition of deployment within health and social care would deepen the existing staffing crisis and pose an existential threat to the NHS and our social care system; notes that tens of thousands of residential care workers have lost their jobs since November 2021 when vaccination became a condition of deployment within CQC-registered care homes in England; believes that any review and revocation of vaccination as a condition of deployment within health and social care should apply retrospectively and ensure that care workers who have been dismissed or left employment due to compulsory vaccination do not suffer loss or detriment; and therefore calls on the Government to ensure that care workers have the right to be re-employed in their previous role, including protection of continuity of service, and provide appropriate funds to compensate workers for loss of earning and any pension losses.

That this House celebrates the success of Great Britain’s curlers at the 2022 Winter Olympics, following Eve Muirhead's women’s team, winning gold and Bruce Mouat's men’s team, winning silver; appreciates this is the first time both GB Curling teams have each won a medal at a single Olympics; acknowledges the contributions of Edinburgh’s Jennifer Dodds and Bruce Mouat in their first Olympics; further acknowledges the role played by Edinburgh Curling in the success of British team in Beijing as well as aiding the next generation of British curlers; and calls on the Government to continue to support and fund UK sport.

That this House wholeheartedly congratulates the Great Britain’s Women’s Curling Team of Eve Muirhead, Vicky Wright, Jennifer Dodds, Hailey Duff and Mili Smith on winning the gold medal at the Winter Olympics; congratulates the Great Britain Men's Curling Team of Bruce Mouat, Grant Hardie, Bobby Lammie, Hammy McMillan and Ross Whyte on winning the silver medal at the Winter Olympics; recognises the work of David Murdoch as coach of both teams and his association with Lockerbie Ice Rink which has played such an important part in the development of curling in Scotland; notes that the gold medal victory, in particular, marks the first British Winter Games curling gold medal for 20 years; welcomes the fact that the teams will be bringing Olympic medals back to the birthplace of curling; and believes that these spectacular victories should be used to encourage others around the UK, especially young people, to take up the sport.

That this House believes that Cyprus will best succeed as an independent and reunited state, in line with UN Security Council Resolutions and High Level Agreements, on the basis of reconciliation and equality for the fundamental rights of both the Greek and Turkish Cypriot communities; calls for the two communities to reach an agreement on the reunification of Cyprus; further urges that such an agreement must respect the rule of law and fundamental rights of all Cypriots; believes that the internationally recommended model of a bi-zonal, bi-communal federation with political equality, with a federal government with single international sovereignty and citizenship, is the best way to achieve this; further believes that positive engagement between the two sides and communities should be the first step to mutually acceptable agreement on the security needs of both Cypriot communities; urges all parties to seek a just and sustainable resolution to this long-running dispute which has caused such misery over so many years; and stands ready to support the new UN Special Representative in his work should the circumstances present themselves for a new set of negotiations.

That this House notes that the University and College Union (UCU) and members are in industrial dispute over a prospective cut in pension entitlement for lecturers of 35 per cent; further notes that the University Superannuation Scheme (USS) was last valued during the 2020 pandemic and needs re-evaluation to account for its recovery; notes that the UCU has proposed an interim settlement pending re-evaluation that would entail staff paying an additional 1.4 per cent, and universities 2.6 per cent into the USS; notes that the employers’ organisation is consulting on this proposal; recognises that industrial action is already estimated as costing £5 billion; and calls upon the Government to provide funding for the less wealthy universities that cannot afford these increases in order that the dispute may be resolved through negotiation and that university pensions become fair and sustainable.

That this House remembers the life and achievements of Jamal Edwards MBE, a musical pioneer, entrepreneur, author and philanthropist born in Luton, raised in Acton, who never forgot his roots; recognises that Jamal’s work had a tremendous impact on music in the UK, notably launching SBTV, a ground-breaking platform that was credited with helping to launch the careers of many of the UK's foremost recording artists and was noteworthy in its democratisation of music production, distribution and exchange; further notes that Jamal had a deeply held passion for wanting to better the lives of young people, starting JE Delve, the grassroots youth charity to give young people the opportunities to develop skills to help them embrace their passions and giving his time to a plethora of voluntary causes; notes that Jamal was instrumental in bringing to light many hitherto taboo issues in the attempt to improve situations, such as mental health among young black men; and extends its deepest sympathies to the family of Jamal Edwards MBE, his friends, and all of those whose lives he helped, may he rest in eternal peace.

That this House pays tribute to International Mother Language Day 2022 which was the initiative of Bangladesh and was approved at the 1999 UNESCO General Conference; notes that it has been observed on 21 February throughout the world since 2000 and commemorates the Bangladeshi university students martyred for the Bangla language in 1952; and believes that valuing linguistic diversity helps provide people with an understanding of language and culture, raises educational attainment, and celebrates the plurality and richness of multicultural communities.

That this House condemns Vladimir Putin’s aggression towards Ukraine; recognises that the 2022 Champions League final is scheduled to take place at the Gazprom Arena in St. Petersburg on 28 May 2022; believes that Putin should not be rewarded by allowing this prestigious, widely-viewed sports event to take place in Russia; further believes that the UK must signal to Russia that they cannot expect to sportwash their actions and strongarm their neighbours without consequences; urges the Government to call on UEFA to strip Russia of the final; and calls on the Government, and the Football Association, to prepare Wembley as suitable to host the event.


1004O2 tariff price increase

That this House notes the recent decision by O2 to increase their mobile phone tariff for recent customers by 11.7 per cent from April 2022; further notes O2's failure in customer correspondence to highlight the total increase, instead choosing to reference their annual 3.9 per cent rise and indicate the additional RPI figure increase, which is 7.8 per cent; acknowledges that this is the latest substantial increase to hit hard pressed working families along with rising fuel costs, mortgage increases, energy costs, increasing National Insurance Contributions and rising food bills; and calls on the Government to revise plans for increases over which it has control to help deal with this series of impending financial setbacks that will be faced by millions of UK citizens.


10055th Lancaster Rainbows' plastics campaign

That this House welcomes the campaigning of 5th Lancaster Rainbows on the issue of plastic recycling; praises the work the unit have done over a number of years to raise awareness of this important matter; draws particular attention to their advocacy for a deposit return scheme similar to those in place in many other countries; expresses disappointment that the Government’s proposed deposit return scheme for England, Wales and Northern Ireland is unlikely to be introduced until late 2024, six years after it was originally announced; and calls on the Government to look to bring forward this date.
