614Aviation safety and licensing

That this House calls on the Department for Transport to commit to and facilitate the setting up of a specialised committee by the end of 2021, so that an annex for pilot and engineering licences can be included within the Trade and Co-operation Agreement for UK participation in the European Union Aviation Safety Agency; and further calls on the Government to consider reallocating funds to make available resources to provide sufficient and timeous retraining to ensure the continued validity of pilot and engineering licences for personnel in and out of work so that the aviation industry can rebuild resilience following the UK's withdrawal from the EU and the covid-19 pandemic.


615Recognising the 1988 massacre in Iran

That this House supports justice for the victims of the 1988 massacre in Iran; recognises that in 1988, thousands of political prisoners, as many as 30,000, were massacred based on a fatwa by Iran's Supreme Leader Khomeini primarily targeting members of the opposition PMOI (MEK) who remained committed to their beliefs; is deeply concerned by the impunity enjoyed by perpetrators of the massacre who are today running the Iranian Government and judiciary; recalls that Amnesty International has identified President Ebrahim Raisi as a member of the 1988 Death Commissions which carried out the enforced disappearance and extrajudicial executions of thousands of political dissidents; reiterates that an enforced disappearance continues until the fate and whereabouts of the individuals concerned are established; welcomes the recent calls by the UN Special Rapporteur on the situation of human rights in Iran and UN Working Group on Enforced or Involuntary Disappearances for an international investigation into Iran’s 1988 massacre of political prisoners; acknowledges Amnesty International's 19 June 2021 statement calling for Raisi to be criminally investigated for the crimes against humanity of murder, enforced disappearance and torture in accordance with international law and standards, including by states that exercise universal jurisdiction; shares the belief of human rights experts that the 1988 enforced disappearances and extrajudicial executions in Iran amount to ongoing crimes against humanity and genocide; calls on the Government to seek a UN Commission of Inquiry into the 1988 massacre; and recognises 19 July as the day to remember victims of the 1988 massacre.


616Consistency of broadband services and other utilities

That this House calls for broadband services to be brought into line with other core utilities such as water and electricity with regard to compensation and repairs; calls for set time periods for repairs and financial penalties for companies and organisations which do not adhere to these time periods; notes that with recent and fast technological changes, broadband should be held to the same standards as other core utilities; and recognises the reliance and importance of broadband for those working from home, education and companies.


617Alcohol Awareness Week 2021

That this House welcomes the promotion of Alcohol Awareness Week, which is taking place from 15 to 21 November 2021; notes that the theme of the week is alcohol and relationships; further notes that polling this week from Alcohol Change UK found that, since covid-19 restrictions eased in the spring, one in three people has worried about a friend or relative’s drinking; highlights that alcohol can impact on a range of relationships, including between intimate partners and amongst family, friends and colleagues; and recognises the importance of raising awareness of alcohol harm and reducing the stigma that prevents people reaching out for help.


618Craigmount High School's five pledges for a greener future

That this House congratulates Craigmount High School in Edinburgh in committing to five pledges for a greener future, covering respect and environment, transport, energy and resources, food and water and influence change; recognises the Government’s responsibility in chairing COP26 to bring about international cooperation to influence countries around the world to legislate for net zero and achieve it as soon as possible; acknowledges that reducing damage to the environment benefits from commitments in all areas of our society; notes the work that schools in the UK are undertaking in raising climate awareness; and calls on the Government to mirror the ambition of young people across the country in implementing stronger climate commitments and pushing for greater ambition throughout the world.


619Toy safety

That this House expresses concern on consumer’s safety in relation to unsafe products sold via online marketplaces in the UK; notes that this is an issue that has been raised by the British Toy and Hobby Association in their latest report entitled, Still toying with children’s safety, and by Electrical Safety First in their report entitled, Online Marketplaces - The Need for Change; further notes that there are unacceptable levels of unsafe products sold via third-party sellers, which can deceive UK consumers and can cause serious harm, particularly to children; and calls for urgent Government action to implement a legal framework that makes online marketplaces take accountability for the products sold through their platforms by third-party sellers, therefore, improving the safety of adults and children in the UK.


620Horizon Europe

That this House recognises the importance of collaboration in research and innovation that has been fostered by Horizon Europe, which has resulted in collaborations which boost competitiveness and growth; notes that the Government has announced an association with Horizon Europe in January that has yet to be finalised; and urges haste in this matter to foster further collaboration and help the UK's world class universities.


621UN International Day of Persons with Disabilities

That this House recognises 3 December is the International Day of Persons with Disabilities, a day to celebrate people with disabilities and champion their abilities and contribution; supports the United Nation’s work surrounding this campaign; notes this year’s theme is leadership and participation of persons with disabilities toward an inclusive, accessible and sustainable post-covid-19 world, which aims to raise awareness and understanding of disabilities and ensure people with disabilities have access to leadership opportunities, notes that over 15 per cent of the world’s population live with a disability and that during these unprecedented times, they are likely to be disproportionately affected; acknowledges the work the all-party Parliamentary group on Disability has done to raise the profile of disability across the House; further thanks the 100 plus hon. Members who supported the disability confident workshop led by the APPG this year which will result in an increased level of political participation; also acknowledges the fantastic work that disability organisations have done to support disabled people globally, including Leonard Cheshire, Disability Rights UK, Sense and Sense International, and the support provided across the UK by disability organisations; encourages the wider promotion and protection of disability rights; understands the importance of combatting the stigma surrounding disability; and urges parliamentarians to work for an inclusive, accessible, and sustainable society for people with disabilities leaving no one behind, in line with United Nations Sustainable Development Goals.

That this House notes the concerning rise in attacks on Hindus and other religious minorities in Bangladesh during the festival of Durga puja; is concerned by the violence that has left at least seven dead of Muslim and Hindu faith; observes the deployment of paramilitary forces to 22 districts in Bangladesh; urges the Government of Bangladesh to act to ensure religious minorities can worship safely and in peace; and calls on the Government to support the safety of religious minorities and to work with regional allies and partners to support freedom of religion for all in South Asia and the world.


567Forced conversions and forced marriages of minor Christian and Hindu girls in Pakistan

That this House recalls that on 13 October 2021 a Pakistani parliamentary committee formed to consider the forced conversions and forced marriages of minor Christian and Hindus girl in Pakistan rejected a draft Bill to protect the victims of such crimes, regrets that the concerns and evidence of such crimes were ignored; notes that the forced conversion is not allowed in Islam and the proposed Bill would have been a tool to enforce that ban; is seriously alarmed that despite signing several human rights treaties to protect the rights of girls and children the Pakistani Government is failing to protect Hindu and Christian girls from that crime; and calls on the UK Government to raise that specific issue at the UN Human Rights Council and other UN forums to ensure justice for the victims and their families.


572Clean air action

That this House recognises the health impacts of poor road air quality; notes that long-term exposure to air pollution can cause chronic conditions, a reduced life expectancy and contributes to 40,000 early deaths in the UK each year; further notes that nine out of ten adults and children now breathe polluted air; believes that urgent action is required to reduce the proportion of particulate matter in the air due to vehicle emissions; and calls upon the Government to invest greater resources into improving road air quality and to consider making reference to the inalienable right to breathe clean air in future legislative proposals.


583Proscribing of Palestinian human rights organisations

That this House condemns the declaration of 22 October 2021 made by Israeli Minister of Defence, Benny Gantz, which designated six Palestinian civil society groups as terrorist organisations; notes that the Israeli authorities have not provided any evidence to substantiate their claims about the organisations; further notes that the targeted groups Al-Haq, Addameer, Bisan Center, Defence for Children International Palestine, the Union of Agricultural Work Committees, and the Union of Palestinian Women's Committees are organisations deeply committed to protecting the human rights of Palestinian communities, highlighting Israel's illegal policies and also those of the Palestinian Authority and Hamas; further notes the statement of 22 Israeli civil society groups based in Israel in support of the six NGOs; views this as a further direct assault on Palestinian civil society in an effort to isolate and suffocate Palestinian human rights defenders; recognises the significant impact this assault has on some of the most prominent Palestinian civil society organisations including on the local and international public's right to information about the reality of human rights violations in Israel and the occupied Palestinian territories; calls on the Government to demand that the Israeli Government reveal any evidence against those organisations; and further calls on the Government to reaffirm its support for Palestinian and Israeli civil society and human rights organisations as a key foundation in building a just peace between Israelis and Palestinians.

That this House is extremely concerned by the extensive delays in hon. Members receiving responses on the resettlement of Afghan nationals to the UK; notes the Minister for Safeguarding and Afghan Resettlement’s statement of 13 September 2021 on the Government's progress in providing specific updates on people within Afghanistan and is concerned that that contradicts advice given to hon. Members that they should contact the Home Office, Foreign, Commonwealth and Development Office and Ministry of Defence on any cases their constituents raise which may be eligible for support; is concerned that the Minister’s statement also contradicts the Prime Minister’s response of 6 September 2021 pledging that every single email from colleagues is being responded to by close of play today; and calls on the Government to ensure that substantive responses are provided to all cases raised by hon. Members in correspondence.


599Rett Syndrome Awareness Month

That this House recognises Rett Syndrome Awareness Month from 1-30 October; notes its importance for raising awareness of the rare genetic disorder as the second most common cause of severe disability in women and girls; commends the charitable organisation, Rett UK, for their outstanding work in providing information, support and advocacy services for people impacted by the condition across the UK; and recognises the importance of their campaign this Rett Syndrome Awareness Month to inform, educate and engage people who can help improve the lives of people living with Rett Syndrome and their families.


600National Road Safety Week

That this House celebrates the tireless work of countless individuals and organisations. including community groups, schools, emergency services, businesses, fleet operators, road safety campaigners and charities, road victim support services and road safety professionals, to champion road safety and reduce deaths and serious injuries on roads; highlights the 23,529 people killed or seriously injured on roads in Great Britain in 2020, and 6,543 in Northern Ireland, despite the pandemic reducing traffic, and the fact that no level of casualties is acceptable; welcomes Government plans to publish a Road Safety Strategic Framework; congratulates Brake, together with sponsors Arval, DHL and openreach on coordinating Road Safety Week from 15 to 21 November 2021, as a focus of community efforts to raise awareness; and notes that thousands of local groups, schools, emergency services, hospitals, voluntary sector organisations and leading companies will be holding events as part of the week to raise awareness about road safety and the steps we can take to stop these avoidable tragedies.

That this House has considered the Westminster Commission on Autism’s third report entitled Support Surrounding Diagnosis; recognises that the period surrounding an autism diagnosis is often stressful and uncertain; notes that access to the right support is vital; further notes that many people seeking an autism diagnosis do not have their needs met; understands that focused clinical diagnostic services with a single accessible pathway to diagnosis is essential to providing those seeking an autism diagnosis with the correct support; and urges the Government to review the recommendations of the report and provide greater funding to the health services to reduce pressure on diagnostic services and waiting times.

That this House recognises 18 November to 18 December is Disability History Month which is now in its 12th year of being celebrated in the UK; notes that Disability History Month is a month to celebrate disabled people and champion their abilities and rights; further notes that this year’s joint themes are Hidden Impairment and Sex and Relationships; commends UKDHM Organiser Richard Rieser and the many disability activists for their dedication and efforts to bringing Disability History Month to the UK; recognises that more than half the 14.5 million people currently identified as disabled in the UK have hidden impairments; further recognises that due to discrimination that many who can pass as non-disabled have chosen not to identify, even though this has caused them many difficulties; calls for the wider promotion and protection of disability rights; understands the importance of combatting the stigma surrounding disability; and urges Parliamentarians to work for an inclusive, accessible and sustainable society for disabled people in the UK.

That this House recognises Baby Loss Awareness Week; highlights that it is an opportunity to remember the babies who are no longer with us, to support bereaved parents and families, to raise awareness about pregnancy and baby loss and to drive improvements in support for those affected and in the prevention of pregnancy and baby loss; recognises Held In Our Hearts who provide vital support for those suffering and in pain following baby loss by using a trauma-informed approach; further recognises Held in Our Hearts as part of the Baby Loss Awareness Week Alliance; recognises the work of the other baby loss charities within the Alliance who are committed to working with health professionals and services to improve bereavement care and reduce preventable deaths; encourages people to remember long ago bereaved as well as recently bereaved; and calls on the Government to enhance counselling services and other help available to families devastated by the loss of their baby, many of whom have been impacted recently by covid-19, through one of the most difficult times in their lives.

That this House, noting the first anniversary of the conflict in Tigray, Ethiopia on 3 November 2021, deeply regrets the deaths of tens of thousands of civilians as result of airstrikes, massacres and crop destruction, and the displacement of more than 2,000,000 people; deplores the horrific sexual violence to which an estimated 10,000 women have been subjected; notes with grave concern that some 5.2 million people are now in humanitarian need; and calls on the Government to press the UN Security Council for a ceasefire with agreements on boundaries and access corridors; immediate and full humanitarian access to all areas affected by the conflict with safety guarantees for humanitarian workers; withdrawal of all Eritrean troops from Ethiopia; a fully independent investigation of human right abuses, including the use of sexual violence, with judicial action to follow; and an inclusive national dialogue to secure a sustainable peace.


610Heartland FM at the 2021 Community Radio Awards

That this House congratulates Heartland FM, based in Pitlochry, on their four wins at the 2021 Community Radio Awards; notes that Heartland FM were shortlisted in four categories and placed in every category they were nominated for; particularly congratulates Ashley Keenan-Bryce on winning a gold award for Best Newcomer on the Radio and Katherine Liley on winning a silver award for Best Female Presenter; congratulates them also on their silver award for Station of the Year and bronze award for Outside Broadcast for their coverage of the Scottish Parliament elections at the Bell’s Sports Centre in Perth; and commends Heartland FM for the excellent radio service they continue to provide to residents in Highland Perthshire.


611In remembrance of Malcolm Dodd

That this House expresses its sorrow at the passing of Paisley Rugby Club stalwart Malcolm Dodd; notes that Malcolm, or Malky

as he was known to all, was a larger than life figure who had volunteered to fill the vast majority of positions on the management committee over the years; recognises that when his playing days for Paisley were over, it was in his role as a junior rugby coach in which he had the biggest impact on people's lives; understands that he helped to produce some of Paisley's best players including his own son David; acknowledges that whether it was in his role as player, coach, bar convener, referee, or simply David's dad, Malcolm was seen as Mr Paisley Rugby Club and leaves behind a legacy that will be felt for many years to come; appreciates that before the home game on Saturday 30 October Paisley players, old and new, linked arms on the sideline to honour Malcolm with a minute's silence followed by applause; further notes that Malcolm's funeral service will be held on Friday 5 November at Woodside Crematorium; and sends its very best wishes to his wife Kathy, his son David, daughter Gillian and all his grandchildren at this sad time.


612Carol Thomas, England football captain

That this House celebrates the achievements of Carol Thomas as a pioneer of modern women's football in England; notes she was the first captain to lead out an England Women's side on a Football League First Division ground; further that she was the first captain to lead an England Women's team outside of Europe; recognises her role in leading the England team in winning the unofficial world cup Mundialito in 1985, two third places in 1981 and 1984 and a runners up position in the 1984 UEFA Women's Championship; notes that she remains the most successful captain of the England women's national team in terms of tournament successes; notes she is a proud daughter of Hull and Ambassador for Hull City Ladies FC; and calls for the recognition of her achievements by her inclusion in the English Football Hall of Fame.


613Decarbonising Welsh Housing Stock

This House notes with concern that energy use in homes accounts for 14 per cent of the UK’s greenhouse gas emissions; recognises that 63 per cent of energy used in homes is used for space heating; is deeply concerned that 12 per cent of Welsh households live in fuel poverty, with 6per cent of Welsh households already in arrears with their fuel bills before the ongoing energy crisis; recognises that decarbonising the Welsh and UK housing stock must be a key policy priority of both the Welsh Government and Government in their collective efforts to achieve net-zero; congratulates the work of the Future Generations Commissioner and her team for producing the Homes fit for the Future - The Retrofit Challenge as a welcome assessment of the financial challenges of decarbonising Wales’ housing stock; notes the importance of ensuring that sufficient support is available for those properties which may not be suitable for heat pumps, such as some older and hard-to-decarbonise homes in off-grid rural areas; is concerned that the Budget failed to introduce measures to aid with home insulation; and urges the Chancellor of the Exchequer to increase the borrowing capabilities of the Welsh Government to further Wales’ green transition and net-zero efforts.
